The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives.  The IHS provides a comprehensive health services delivery system for American Indians and Alaska Natives with opportunity for maximum tribal involvement in developing and managing programs to meet their health needs. This is a TERM appointment Not-to-Exceed 2 Years. Major Duties: The purpose of this position is to manage outpatient health care delivery to patients affected by HIV/AIDS.  This will also include managing patients who may temporarily be in an inpatient setting.  Provides direct nursing care for the HIV/AIDS Program in the clinic.  Conducts nurse field visits as indicated by the population needs.  Work will require traveling and/or driving a government vehicle.  Provides care, preventive services, and counseling including guidance in nutrition, exercise, wellness teaching, HIV transmission prevention, substance abuse prevention and self management education.  This specifically includes but is not limited to information regarding disease process, medications and side effects.  Promotes responsible behavior and implements plans to further enhance patient/family understanding of medical problems.  Performs other related duties as assigned by the Infectious Disease Specialist or immediate supervisor.Qualifications: BASIC REQUIREMENTS:  The following table shows the amounts of education and/or experience required to qualify for this position: Candidates must have completed 52 weeks of specialized experience equivalent to at least the GS-9 grade level to qualify for GS-11. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience for Nurse Specialist: Work experience reflecting knowledge of professional nursing principles and procedures, and clinical experience necessary to provide specialized comprehensive nursing care and teaching; work experience and knowledge with both HIV/AIDS and associated complications and the therapeutic interventions for these conditions; interpreting laboratory data as it applies to patients with the targeted conditions. LICENSURE REQUIREMENT: All applicants must have an active current registration as a professional nurse in a State, District of Columbia, the Commonwealth or Puerto Rico, or a territory of the United States.  Copy of your license must be provided with your application. LEGAL AND REGULATORY REQUIREMENTS:  Candidates must meet qualification requirements by the closing date. EDUCATION:  Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Graduate level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled. Transcripts must be provided if you are substituting education for experience. Substitution of Education for Experience:  3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
