Job Summary:
Genesis Consulting is seeking an experienced Program Manager to lead the strategic transformation of enterprise IT operations and governance across a large-scale public sector organization. This role will partner closely with executive leadership and cross-functional teams to modernize IT planning, standardize governance, and drive innovation aimed at delivering scalable, student-centered technology services.
The Program Manager will play a critical role in developing and operationalizing a multi-year IT strategy, streamlining project management and financial oversight, enhancing transparency through data-driven reporting, and facilitating innovation in support of educational goals.
Duties and Responsibilities:
Strategic IT Planning & Roadmap Development
- Lead the creation of a unified, multi-year IT strategy aligned to educational and operational priorities.
- Identify and prioritize key technology initiatives, integrating infrastructure, data, cybersecurity, and application modernization into a cohesive roadmap.
IT Governance & Process Optimization
- Design and operationalize an IT governance framework, defining clear roles, workflows, and approval routes.
- Establish governance bodies (e.g., steering committees, review boards) and support decision-making processes related to prioritization and escalation.
- Standardize project request intake, documentation practices, and change control across teams.
Program Management & Delivery Oversight
- Develop and maintain a comprehensive project work plan, timeline, and resource allocations.
- Ensure successful delivery of all program activities, coordinating across multi-disciplinary teams and stakeholders.
- Submit required documentation including weekly status reports, monthly summaries, meeting agendas/minutes, and deliverable trackers.
Performance Reporting & Dashboards
- Oversee the development of live and static dashboards to visualize project status, funding utilization, and key performance indicators (KPIs).
- Deliver data-driven reports to support decision-making by internal and external stakeholders.
Innovation Planning
- Identify and assess opportunities to pilot or scale emerging technologies.
- Create a structured innovation roadmap and evaluation framework.
- Recommend initiatives aligned with educational outcomes, operational efficiency, and stakeholder value.
Executive IT Advisement
- Provide neutral, strategic advisement to DIIT leadership and project sponsors.
- Act as a trusted partner in cross-functional planning and enterprise-level decision-making.
- Align initiatives with broader city agency and technology partner goals.
Ongoing Operational Support
- Support implementation of new planning and governance processes through documentation, meeting facilitation, and change management.
- Coordinate monthly program reviews and ensure alignment across teams and priorities.
Requirements
Minimum Qualifications/Experience:
- Minimum of 7 years of program or project management experience, preferably within large-scale public sector or education-focused IT environments.
- Proven experience managing multi-stakeholder, enterprise-level initiatives across strategy, operations, and technology governance.
- Strong understanding of IT strategy, governance, innovation frameworks, and performance reporting.
- Expertise in facilitating executive-level planning and cross-functional alignment.
- Exceptional organizational, communication, and leadership skills.
- Familiarity with project management tools, dashboard/reporting platforms, and collaborative documentation practices.
Minimum Education:
Bacheloras Degree in Project Management, Information Technology, or another related field.
Required Certifications:
PMP or Agile Certifications preferred.

- Candidates must be able to be onsite in New York, NY as needed.
