The Prince George's County Department of Health is currently seeking qualified applicants to fill a Chief Nursing Manager (Nursing Manager) grade G31 position, in the Family Health Services Division . About the Position This is advanced, senior-level professional, administrative, and management work focused on promoting community health, disease prevention, and overall population wellness. The incumbent serves as the Chief Nurse for the Health Department and Deputy Division Director for the Family Health Services Division, providing integrated leadership across nursing practice, program operations, and Division administration. The incumbent is responsible for strategic leadership, management, and administration of comprehensive nursing policies, clinical activities, and Division operations. Responsibilities include maintaining the integrity of nursing practice, ensuring compliance with the Maryland Nurse Practice Act, and providing executive oversight of day-to-day operations, regulatory adherence, and program performance. As principal deputy to the Associate Director, the incumbent exercises broad delegated authority, independent judgment, and discretion, representing the Associate Director in internal and external matters assigned. The position ensures operational continuity, accountability, and compliance across multiple programs and administrative units. The incumbent must maintain an active and unrestricted Registered Nurse license issued by the Maryland Board of Nursing or the appropriate compact state license. About the Agency The Prince George's County Health Department's (PGCHD) vision is that all Prince Georgians are their healthiest at every age and every stage. The PGCHD works to protect and support the public's health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities. Identifies and resolves problems related to financial, personnel, and material requirements. Develops budget estimates and justifications; ensures that funding is used in accordance with operating budgets. Supervises a major operating bureau/division. Counsels management in developing and monitoring sound organizational structures, improving management methods and procedures, and ensures effective use of human resources, monies, and materials. Collaborates with personnel representatives in resolving management problems that result from changes in work and which significantly impact jobs and employees. Advises and assists in negotiating contracts, agreements, and cooperative agreements with other government agencies in which the County is involved. Serves as special project coordinator of various County programs or projects; evaluates various alternatives and recommends optimum solutions to management. Responds to the most complex requests for information. Confers with local, state and federal government officials on the effect of proposed and existing programs in the County. Originates detailed reports and correspondence for signature of senior management staff. Utilizes automated equipment in conjunction with assigned duties and responsibilities as needed. Performs tasks and duties which may not be specifically listed in the class specification or position description willingly and cooperatively, but which are within the general occupational category and responsibility level typically associated with the employee's class of work. Minimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: Master's Degree in Nursing or related field Seven (7) years of full-time equivalent post licensure progressively responsible nursing experience, five years of which must have been in administration or supervision, at least four (4) of which must have been in Community Health Nursing Possession of a valid license to practice as a Registered Nurse in the State of Maryland issued by the Maryland State Board of Nursing at the time of appointment. Possession of a valid license to operate a motor vehicle when required for the performance of job-related duties at time of appointment. Possession of a valid cardiopulmonary resuscitation (CPR) certification at time of appointment. Any equivalent combination of relevant training, education and experience may also be considered. Preferred Qualifications Terminal degree in Public Health, Nursing or Health Sciences Understand principals of Public Health Experience creating and monitoring budgets; billing and revenue cycles; contracts; compliance and quality assurance.
